Actually, although a tattoo never seems to disappear, it does have a tendency to fade over time. Tattoo ink is also permanent so therefore, it never goes away. It is embedded deep within the skin and although skin regenerates and old skin falls off, it doesn't go in any large amounts. I'm sure that if you were to cut yourself accidentally (or even purposely which I wouldn't see the purpose in that) deep enough, it would be like a deep cut where hair grows, hair does not grow back there and I'm sure you would have a cut across the tattoo as well.

So although the tattoo does not actually disappear, part of it must if it becomes worn and faded in which touch-ups are required to keep it looking new.
