"Perform rituals" and "cast spells" are two entirely different acts. Wiccans and other religious witches perform "rituals" for the same reason as any other religion--because it brings them a closer connection to divinity as they understand it, and it also serves to bring them together socially.
Spells are, in part, comparable to maybe hymns for Christians... there's no requirement to do them, but they're a way to bring that connection with divinity into one's daily life, a way to outwardly express one's belief and awareness of what's sacred, and a way to bring the world around them into alignment with those beliefs. (Understanding how they are similar may take some background in comparative religious studies.)
The ethics of spell use, like the dynamics of hymns, are hotly contested in pagan and Wiccan groups. Just as some churches believe that rock songs can't be hymns or holy music, some pagan groups & individuals believe that only some kinds of spells are acceptable.

A: Yes. Well, some do anyway. However, the term "spell" is widely misunderstood.
Spells, are somewhat like prayers and are used to create needed change in one's own life or the life of a loved one. But while prayers are a petition to an external Deity to create the change, most Witches and Wiccans believe that Deity is present in everything, including ourselves. Spells, then, are the channeling of our own divine selves, our own energies, to create the change.
Spells such as those which use love magic to gain the attention of a specific individual, or curses, are considered "manipulative". Most Wiccans believe that anything manipulative-that goes against the free will of another-is considered wrong. Many other pagan paths have similar codes of conduct based upon the tenets of their tradition or belief and almost all believe that the responsibility for their actions will lie with them.

We perform rituals to put us better in tune with Nature, the turning of the Wheel of the Year, and because we want to and enjoy it.
We cast spells only to help us better ourselves, to help others WITH THEIR PERMISSION ONLY, and to help heal the world around us that we are a part of.

They are like the Christian prayer. to us that rituals and spells are our prayers. the spells are like a prayer in song/chant form.
