It would be nice if plastic surgery came up with something, wouldn't it? But alas, there is nothing we can do except try to find an under eye concealer which works the best. I have read to get one which is one shade lighter than your normal skin color. I am currently using a liquid concealer but I think the lipstick type concealer works best. I only stopped using the lipstick type because it shows up my wrinkles more. Sigh. If its not one thing its the other.

The dark circles could just be genetics. Check about lazer treatments. I know it can work in some cases. Probably a little expensive, but it just depends on how bad you want to get rid of the dark circles. Priorities, my dear.

Unfortunately, there's not much you can do. There's a new prescription drug called Hylexin, but I don't know anyone who has taken it. Sometimes, lazer treatments can make it a little better, but you are not going to see dramatic results. Get some good makeup, sleep eight hours a night, and try to focus on the good things about yourself.
