Ive been out of the game for a while but I once had to do the same to a converter where I served my apprenticeship.

At that time I belive we got the starter caps from newey and eyre. I don't know if they are nation-wide but any electrical wholesalers should be able to help.

The most common and accessible stores are;

Maplins,
RS Components,
Farnell
or Digitkey

all supply starter caps of the values you're looking for.
