I am an alternative medicinal therapist and an ex nurse and I can tell you now that unless the problem is cause by wax build up or an infection, there isn't a cure. It may be a congenital defect. Sometimes surgery may help. Your friend should see her Dr who will recommend her to a specialist (if she hasn't already seen one)
You can try an ear candling' therapist sometimes they can help. I use this on some of my patients.

Don't you think if there were a cure for deafness that there would be NO deaf people in the world? It would also be HUGE NEWS and everyone would know about it. There is NO cure.

yes there is but it involves brain implants which are wired into the brains auditory bits, and then into the ears in the form of electronic microphones.
