Another option is:
Buy a tin of PVA (yes, the white glue stuff) and water it down as on the directions as it turns it into a seal, the mix is something like 4 to 1.
You can then put the emulsion on top of it.

When sanding anything, consider the dust and what is in the dust!! It will be time consuming and difficult. The old gloss paint will always have condensation on it too.
I would suggest overboarding the ceiling, plasterboards are cheap and you could get a room re-boarded for £50. Apply some tape to the board's joins and apply a stipple finish on it from a tub. Then coat your brand new ceiling with emulsion.

If it is very old gloss paint then it's sure to contain lead as old gloss paint was very bad for this and is now banned, not a good idea to sand it off without protection.

There are deglossing products you can buy to take the gloss off. I would use that rather than sanding on a ceiling.
