You would need to contact your local police department and find out if you've got a city ordinance about noise. In most cases the ordinance can and will be enforced all hours of the day, and not just after 10. If the house is empty, and none of the people that are hanging out there own that property, they can also get into trouble for trespassing.

The local noise ordinance will be particular to the municipality in which you live. Generally, If you call the police and complain they will go over there and ask the troublemakers to be quiet and if they get several complaints, then may issue a situation to the owner of the house. In cases like this, thugs being thugs, it's most likely that nothing short of mustard gas will remedy the problem.

I can't say anything about Louisiana, but here our noise law is 24hrs (can't make any kind of noise that disturbs people). Call your local police and they can tell you if you area has a time specific noise bylaw.
Usually police can be called to attend to noise complaints and warn the homeowners to be quiet. If they continue to make noise the police can issue tickets.

I have had a similar situation and their are laws. People have the right to sleep at night. Now that you have spoken to the party they will know or assume that it was you that caused their cash flow problem. I talked it over and we think you should just report the violation of code and keep doing it until the problem stops. Remember they know who you are now, so they may retaliate. When you complain the code will present itself and you will find out all the specifics.

Here in Milwaukee you can be issued a citation for loud music anytime of the day. There is no time limit. You need to call the Police in your community. I would not except that type of behavior in my neighborhood.

It depends on the local ordinances. In most cases, the police can force them to be quiet if they are disturbing the neighborhood.
