Firstly don't wash your lips with your face products (in other words keep your lips in your mouth when washing your face) as this sometimes dries it out.
Next use a moisturising lipstick or lip therapy I use Avon's lip therapy it is clear and can be used under your other lipsticks or gloss, use this product at nights as well and you will see a change and feel the change in your lips.
Remember you can use anything that is moisturising including vaseline but you have to be consistent the idea is to apply moisture to your lips and don't strip it off by using makeup remover or other such items to remove your lipstick, just some vaseline or cream will normally remove lipstick.

You should first of all make sure you drink plenty of water. Also, use lip balm.
There was this one product I used to use called Carmex that works really well. It has this icy burning feeling on your lips, but don't worry, it's not a bad feeling. After a while, you can feel your lips getting better. I used to reapply it everytime my lips got dry again.
If that doesn't work (which is a wonder), then you can google on the internet a cure for chapped lips, or you can even ask your doctor.

Drink a ton of water and don't lick your lips. Stay away from vaseline products.It comes from petroleum by-products,it is like putting gas on your lips. There are some natural lip balms that do not have petroleum,go to a health food store.There are several available

Buy some Carmex! It works like wonders! Just make sure you re-apply it often. Most people get chapped lips because they don't re-apply products enough. I recommend that you put on a thick layer of vaseline on your lips before you go to sleep.

Everything except Carmex is useless to heal chapped lips. Chap-stik is a chapped lip preventative and so is Vaseline. Blistex may help but Carmex is the stuff. Keep it on all day and never let your lips be without it.

Drink more water and use a humidifier while at home. Our lips tend to dry in the winter because the air has less moisture in it.
Vaseline on your lips can help them heal faster.

Drink Water, its good for you anyways. Dont lick your lips, then you make them more dry after they've dried off. Make sure when your outside you have on champstick. Put on alot of chapstick before you go to bed. Carmax really works the best i think. The main thing is DONT lick your lips, it just makes them worse.

OMG!! I have the same problem. I put ChapStick (classic) and then neosporin ontop of it. I do this twice a day (morning, night) and I find that it works.
