When someone gives you alot of attention (always looking at you, etc.), then they back off, what does it mean usually?

This person probably thinks you are not interested in them and that they are wasting their time on you. If you are interested, try to reciprocate some of the attention. They should get the message.

What it does is present you an opportunity to reciprocate the attention and only hope that they are still interested.
