It actually depends on whether they were blind from birth or not. If from birth they do not. They have no images stored to actually dream about.

If they were born with sight and eventually lost it then yes they can. The images have been building up since the minute they were born.

Why wouldn't ? Blind people will also have images of objects they cannot see. All these are stored in the neural system.
