Do you think you need to be polite about it? Granted booger-eating isn't as crass or repugnant as, say, digging for gold down south or something like that, but it's a well-known no-no. And I think that anyone who openly engages in it doesn't deserve politeness.
On the other hand, if they were huddled under their desk or something, and you just happened to catch a glimpse of them - if they weren't doing it right out there in the open, them you shouldn't say anything. Unless you catch them a second time....

Hmm ... well, just try to ignore this kind of behavior, because some things in life are just better left for other people to point out. You don't want to be known as the rude person, and just wait until one of your other meaner coworkers sees that particular coworker to point it out. ^^" So pretty much, what I'm suggesting is ... Let someone else do your dirty work for you.

Well...you make a list of disgusting habits that co-workers think they can do and no one sees (including that offense)...say "not much goes unseen in a close working environment...so if there is anything on here that you do, chances are someone has seen you....and it is DISGUSTING!...SO KNOCK IT OFF!"....then hand it out to everyone....I am sure the offender will KNOW...if anyone gets upset...tell them if it doesn't apply to you, chill...but it is the only way you could get the word out to someone who you seen doing one of these disgusting activities...I would not share who the subject is though...who needs that kind of a headache.
