Take your current registration papers, your driver's license (to prove who you are) and your insurance card to the office that issues titles, tell them you have lost yours, fill out whatever forms they ask you to, pay the fee for a duplicate title and they will mail you a new one. This only works of course if you are the owner of the car. If not, the owner will have to do what I suggested above.

Go to the licensing office, take your registration if it is registered, and your drivers license as identification, and request a duplicate title. If no registration, you will need to furnish them with the Vehicle ID number ( VIN ).
There is a fee. The duplicate title should come in the mail in a week or so.
You only have to show proof of insurance when you are registering the vehicle (buying a plate).

You can contact the DMV in your town and apply for a title. They will run a check to insure the vehicle is yours and then make you a new title. There is a small fee to do this.

Check your local motor vehicle department and apply for a new copy of the title. The cost is not usually that much.
