You can't. A persons drivers license staus is restricted to Secretary of State employees and law enforcement officials. A citizen cannot find out what another persons status is.
If you want to know your own license status call your local police departments non-emergency number and request an officer to come speak with you and they will advise you of your own status.

You call down to the Department of Motor Vehicles and have the license number ready.

In Ontario, Canada we have a 1-900 number that you can access to find out about someone's DL status. It does cost money although. I would contact your local ministry of transportation office or DMV to find out.
