Depends how much of a build-up there is and where in the brain it is.What are the symptoms?is he/she drowsy?have one eye facing forward, while the other's facing in/out?any vomiting?holding his/her head and crying inout in pain?
this could be increased intracranial hypertension due to a space-occupying lesion,as in cancer.Medications can also cause it,especially certain antibiotics.
Regardless, the child needs and urgent CT head and hospitalization.

Could be anything from seizure activity to being shaken too hard, Hope you have taken the child to a dr... Not a good thing... not a thing to depend on answers from yahoo ...that's for sure...

Shaken baby syndrome or a concussion. She could have bumped her/his head and it could cause that. Could also be something wrong with the baby.
