Develop an interest--a sport, a hobby that other people are doing. Preferably a sport or hobby that you find interesting and that the kind of people you want for friends do, too. Then you have something in common with them, something you can talk about. Just be outgoing and nice and approachable, be informed on your topic and talk about it without dominating the conversation or belittling anybody--do unto others as you would have them do unto you, in other words. In school you could join a club (French? Chess? Debate?) or go out for a sport (Basketball? Football?). And out of school, there are lots of sports as well. You can even meet people in individual sports like running or surfing. Be a little on the cautious side, though, because there are some jerks out there, who you would not want to be associated with. start being a friend to people, keep in touch, ask them out to movies or suggest things, emails, calls and visits, have a party and ask the people you do know to ask a few of their friends. Be sure to remeber names, get emails address by having a sign in book at the front door (offer a door prize) there are tons of ways... good luck.. also, the things you are interested in, start doing them, take classes, check out CL activities and such. Be a good friend to people and you will have friends. (dont try to buy your friends, all you will get are leaches)

Go to places that you don't normally go to. Take an evening class. Join a gym. Join a club. Take up a new hobby.
Get out there and meet new people in order to make new friends.

first introduce yourself to the other person extending your dominat hand to shake the other persons hand have a polite conversation and discuss your intrests and hobbies if the person doesnt think your a nut job then maybe that person will become friends with you

meet diferent kids of people every day ...in them u will find many who are of ur understanding and my friend there is no particular place where u will find friends ...friends are all over u will find them any where only think is u should make sure they suit ur understanding levels ...

You know , it's very hard to find the real friend , who won't
betray , humiliate or deride you.
It's like to fall in love ,you'll understand when you'll find your real friend.
Plus(it's my advice) don't be artificial , be yourself and don't be importunate :)
