errr, ummm, No. Dont scare a cat during it's nature call.
The repercussions can be quite hard to take, like them hiding and going where it is safe. And dark. Like in your closet.
Or holding it too long and developing kidney ailments.
Not to mention that it is just mean.
I would start out by moving the litter box that she is used to outdoor ( very sheltered, because that is what she is used to.She is likely just not wanting to be bothered digging very hard. I mean why would she when the box is so easy?) I would replace the one she is using now with another, but a smaller one and one that dosent have much litter in it. Make it a little less attractive to her.
if you can treat her like a kitten for a time and watch her to see when she is heading for her indoor box and take her out to the outdoor one, I am certain that would help.
Big rewards for using the outdoor one.
Personally I think I would keep the indoor one as a just in case thing. I mean if it is never used then it isnt hard to clean, And if it is used it is easier to clean than the carpet.

First, put the kitty litter outside
Second, wherever the original kitty litter was, wash it with bleach or some sort of chemical that will take away all the odor.
Third, if she doesn't realize that the kitty litter is outside, add a little bit of catnip so it is attracted to it.
Four, after a 2 weeks or so you can remove the kitty litter all together.
Remember step two!

Can't teach an old cat new tricks. Just keep the litter box for her and make sure it is clean. Don't think she isn't going outside also. Think of it this way (as a human) - she is used to using the bathroom in her familiar home rather than going to the gas station or an out house. Wouldn't you prefer your own toilet rather than a gas station or out house?

put the litter box outside for a few weeks, then take it away altogether. Obviously, it needs to be in a sheltered space where rain can't get on it... AND you would need a cat door, so she can come and go as she pleases... If she has to pee at 3 in the morning, and can't get out, well, you know....

after the cat goes in the box a couple times take the litter with his smell outside and find a place to dump the litter. it should be a place with dirt, and away from your house. then scoop dirt into the litter box.

be glad your cat comes in to do that.. most signs of illness show up in the litter box first so if she went outside only you might never know if she is healthy or not until its too late
also unless your yard is fenced so she cannot get out - if you encourage her to do her mess outside you will soon find you have a few angry neighbours - and angry neighbours tend to do away with the offending cats.. in some places its actually illegal to let your cat do its stuff in other peoples yards and you can get fined for it...
better food = less poop

remove the kitty litter outside if possible{i don know how this thing looks, i have got doggies who are well trained}.
2nd step
take a big flat dish, fill it with ashes, place it outside , may be near a drain or somewhere u want ur cat to do it, colse access to kitty litter.... and if she is shy to leave the house scare her during her nature call session.

She's not a dog!!! If you trained her to go to the litter box when you first got her, of course she's gonna use it when she's inside! But cats shouldn't be outside anyways if they have a responsible owner!! People poison them with antifreeze, they get hit by cars, they get attacked by other animals. Do you need more reasons why you should keep her inside????
