It is who. Let me explain.

We need to break the sentence down into its parts to analyze it correctly. The clerk will wait on whom? The person. We already have our object.

Then we look at the second part: who is next? Right there, in asking our question, we see we need a subject word, not an object. Whom and whomever are in/direct objects, not subjects, so it can't be them.

So, now, how to decide between who and whoever? Whoever means anybody, any person. We don't want any person, we want specifically the person who is next. Therefore, who is the correct answer.

I think the sentence looks a bit funny. It sounds better to be in this way :

"The clerk will wait whoever is the next person". However, if stick to the question, then (a) is the answer. Right?

The rule here is usage. What makes the most sense to the reader, or the one hearing the sentence. In this case "who" would be best usage.

not that we use it anymore but its whoever when its before the verb and whomever if it was after the verb. :::pages through grammar book::::
The verb is 'will wait'.. clerk is the subject.. on the person is the participle phrase..
