Tell the person flat out that he or she is bothering you. You can also try avoiding this person if telling him/her flat out doesn't work. Good luck!

You just do it. When they stop getting the reaction from you (which is what they want) they'll eventually leave you alone. Don't let them ruin your day...it's up to you to make your day as groovy as you want it...just smile, and go about your business.
People like that are easily deflated, but too many let the obnoxious ones get to them and say unkind things or react in ways that just fuels that person to keep being obnoxious...they are attention starved and figure negative attention is better than none at all (because they don't know how to get positive attention)...
If people just ignore them then they'll eventually learn that to get the attention they desire, they need to behave in a more mature and appropriate way...

Don't ignore. The person is trying to crave some sort of attention. The best thing you can pull off is to embarass this person in front of your friends. That way you "give" the attention to the person and in effect, ruin their day. And perhaps they will think twice about ruining your day.
If the problem still persists...if this is in school, notify the dean.

I think the only thing that actually works is to ignore them.
If you are angry or try to do something back to them, they win, because you are reacting to them.
Just try and ignore them. I know that will be next to impossible for at least the first few months, but stick it out. It becomes easier with time.
If you have any dirt on them, sit back and wait for the right moment. If you want revenge, watch all the old mafia movies. You need to do your revenge at the exact right moment. I once waited two years sitting on a verbal bombshell before I told what I knew to the entire group of 12 at my dinner party. Stuffed her right up. You have to be patient if you want revenge. And cover yourself if you do go down that path.

Hmmmmm....You screw there life up, ruin there day, avoid them, shoot them, kill them, cause them bodily harm, emotianly ruin them untill they turn emo and commit suicide,or you could eh, figure out why they ruin your day, then go from there,Make ammends, you must have done something to deserve it, or there just a *****, and in that case, the first few things.

it is remarkably easy for me, i am just really good at not taking things personally. but i would advise not giving them what they are looking for. eventually they will give up.
my boss is like that. he will tease somebody relentlessly until they are thouroughly pissed off. I did not let it get to me and now he only picks on my other co-workers. i cant promise that it will work for you.
