I think that trades off over the centuries. I know the US marines are pretty tough. The rangers are even tougher. I think there are soldiers as tough. The Turks were the toughest during the Korean War. If the North Koreans/Chinese were across the line from the Turks, they were very carefull. The Turks would crawl over at night and slit their throats. The Norse Men were pretty tough until some soldiers in Scotland did them in. The only undefeated army that I am aware of that have never been defeated were the Apache Indians in Arizona/Mexio. The US Government finally signed a treaty with them, rather than fight them. They never lost a battle. The Germans were defeated, altough they were an awesome army. They were defeated in 2 wars. The syrians were strong, The Babylonians were strong, the Romans were strong, but they all eventually lost.

If you look at history in the broadest possible scope, the answer is the Afgans. Throughout history the Afgan people have made mince-meat of the armies that went up against them. They held out against Alexander the Great, the Romans, the British, the Soviet Union; and now they are seriously threatening the NATO forces. They are truly one of the fiercest fighting peoples the world has ever seen.
Others who've answered this question have mentioned the Greeks, Romans, Norse, and even the Americans. Yes, each of these people had their day in the sun. That's why I prefaced my remarks about history in the broadest sense. No other people besides the Afgans have been so fierce for so many centuries.

Scotland has never been succesfully invaded by any country-Romans, Vikings, Normans and English all invaded and were all defeated, in fact the Romans had to build Hadrian's wall to keep the Celts out of their empire,so that shows that the Celts were a warrior people.

The country whose warriors are fierce in battle, yet compassionate toward the enemy after victory.
The country whose warriors are your worst enemy in war -- but your best friend in peace.
The country whose warriors occupied Japan and were expected by the locals to commit rape, pillage, and murder -- but who instead brought bread, milk, vegetables, candy bars, and hope to a war-torn nation.
That country would be the United States of America.

This country you want to know is called the Kingdom of God. And with The Lord as our General we will win the war agaist evil and Satan. I know you wanted an earthly kingdom or country, but this war is coming to a climax very soon. Satan may have won a few battles, but one battle does not win the war.

Egypt for many reasons:
1-Imagine how did they build the pyramids and imagine their great civilisation and theories which are used nowadays
2-They are mentioned in many holy books to be the greatest soldiers
3-It passed hundreds of wars but ended up being unvaded

i guess that the Greeks, Macedonians and Romans were, for a while anyway. they constantly took on forces that greatly out numbered them and constantly won. but there is a difference between warriors and soldiers. warriors win individual fights, soldiers win wars. that is why the 'warrior ethic' is twaddle.

There is no "best". The historical situation combined with technology always gives the advantage to one group or another.
