Yes it's normal. The more often, the less semen kinda. There is a name for the period of time it takes to replace the semen but I can't remember. But anyways if he goes right now, he could go again soon but it just won't be as much semen if any at all. He will still get off though.
Also, on the size. It seems like I get bigger & harder the first time I go. Not for sure, but it seems like it.

Yes, the amount of semen produced depends on diet, fluid consumption, as well as frequency of ejaculation. It's completely normal.
