Javascript cannot be downloaded.
Javascript is NOT the same as Java! Downloading Java has nothing to do with viewing javascript.
To view javascript in Internet Explorer, go to Tools > Internet Options > Security > Internet > Custom Level > Scripting > Active Scripting > "Enable" > OK > answer "Yes" > Ok
