It applies to all human run governments which are symbolized by the "wild beast" in the book of Revelation.( Revelation 13:16-18) Just as six fails to measure up to seven (the #7 meaning completeness from God's viewpoint), the #666 is a fitting name for the world's gigantic political system that fails so miserably to measure up to God's standard of perfection. The world's political wild beast rules supreme under the name-number 666, while politics, false religion, big business keep the wild beast functioning as an oppressor of mankind and a persecutor of God's people.

Six. This number at times represents imperfection. The number of “the wild beast” is 666 and is called “a man’s number,” indicating that it has to do with imperfect, fallen man, and it seems to symbolize the imperfection of that which is represented by “the wild beast.” The number six being emphasized to a third degree (the six appearing in the position of units, tens, and hundreds) therefore highlights the imperfection and deficiency of that which the beast represents, or pictures.—Re 13:18.
666—Not Just a Puzzle

“Nobody might be able to buy or sell except a person having the mark, the name of the wild beast or the number of its name. Here is where wisdom comes in: Let the one that has intelligence calculate the number of the wild beast, for it is a man’s number; and its number is six hundred and sixty-six.”—Revelation 13:17, 18.

FEW Bible topics have evoked as much interest and concern as the prophecy about the mysterious mark, or name, of “the wild beast”—the number 666. On television and the Internet, as well as in movies, books, and magazines, the mark of the beast has been the focus of endless speculation.

Some believe that 666 is the mark of the Biblical antichrist. Others say that it signifies some form of compulsory identification, such as a tattoo or an implanted microchip with a digital code that identifies the person as a servant of the beast. Still others hold that 666 is the mark of the Catholic papacy. Substituting Roman numerals for the letters in a form of the pope’s official title, Vicarius Filii Dei (Vicar of the Son of God), and manipulating the figures a little, they come up with 666. It is also claimed that the same number can be calculated from the Latin name of Roman Emperor Diocletian and from the Hebrew version of the name Nero Caesar.

These fanciful and contrived interpretations, however, are very different from what the Bible itself says about the mark of the beast, as we shall see in the following article. The Bible does reveal that those with the mark will experience God’s wrath when he brings an end to the present system of things. (Revelation 14:9-11; 19:20) Understanding the meaning of 666, therefore, is much more than just solving an intriguing puzzle. Happily, Jehovah God, the very personification of love and the Source of spiritual light, has not kept his servants in the dark on this important matter.—2 Timothy 3:16; 1 John 1:5; 4:8.

We tend to try and simplify complicated things. I
think the mark on the hand is a physical mark, and the mark on the forehead a spiritual mark. The "EYE".
The orignal Greek says the mark will be "of man". Like
something to do with the material reality of our world. I think the mark on the hand is the computer code on the back of most store bought items. It's used to keep track of
billions of things at a time.
There may also be some truth to the Nero thing. It
says the Beast was, and is not , and will be. Which
indicates reincarnation of an evil spirit into our world. And that is exactly what Revelation says. The Beast will rise out of the Pit. As well as another beast, the False Prophet. And there will be other evil beings at work. the Dragon, or head of Evil powers. Wormwood,( a star), evil
spirit from a higher level. Not to mention Devil Worshippers playing along right here on Earth!

I never have been able what fixation people have about numbers; 7, 13, 666. The are number just like 3,11, 444, 1024. Do we have a number devil that will punish you when you use one of his numbers?
It all seems like child's play and silly to me that any one in his right mind could think that a number could be "bad", get a life

considering that the apocalyps was written in the time of emperor nero, in which christians were persecuted, it has been discovered that 666 is a coded way of writting the name of the emperor... come to think of it, that story isnt something that's supposed to freak out everybody, but is a sign of hope for those living in that period... a sign that they will soon be allowed to worship god without being tortured...
