Lots of things including genetics and an unstable emotional environment. Children in dysfunctional families are at particular risk.
Dominant, overbearing and controling people are known to cause problems for children in later life. They have difficulty in forming lasting relationships because their own personality is not fully developed or they have 'learned' to rely on the constant supervision of the controlling adults.
Perhaps a better question : 'What prevents emotional disorders?'
Answer : Stable childhood with consistant parents that allow the child to develop without overbearing control.

I'd say the majority is genetics and the effects of society on how a person is raised (e.g. abuse, etc.).
