A male may marry a female if both are legally free to marry.

What constitutes "legally free" depends on what jurisdictions you're asking the question about. You haven't told us your nationality or your location or the location of the female Singaporean -- whether she's in Singapore, whether you're in Singapore, where you come from, what passport you currently hold etc.etc., all which information is essential if you're going to get a meaningful answer.

Under Singapore law, Work permit holder is not allowed to marry female Singaporean. Please check with ICA and MOM on the regulation.
