Walmart has some sheets that are about $3 each, twin size. These make great curtains and come in several colors to choose from. If you do not sew, you can just buy these loops with clips on them and hang them that way. If you don't want to spend money on a rod, you can simply put a map tack above your window about every 6 inches and hang the loops on those. At a glance, you can't even tell it is map tacks holding them up. The round loops with clips are about $6 per package. Depending on how wide your window is, you may need only one or two packages.
To get your room to have a cohesive look with mismatched furniture, paint all your furniture the same color and it will look more like it all goes together. Maybe you could paint your furniture to match your dark brown cupboards and then use a light color on your walls to counterbalance the dark color of the furniture. Your could put black and white photos (can print them off the internet) in black frames to hang on your walls.
If you want a room really really bright, use gauzy white curtains. Lets in a lot of light. Again, made from sheets. Walmart has some very cheap white sheets that are not really very good sheets, but make wonderful curtains.
Also an inexpensive area rug can change the look of a space for very little money.
Good luck on your decorating!

If you do not have a specific color in mind search the "Oops" section at home depot or Lowe's. Just keep in mind use interior paint.

If you cupboards are real wood try putting inexpensive framed art work on them or just pick up some unfinished wood frames paint them what ever color your going with to tie your room colors together. (If there not real wood removable adhesives tabs will work)

Also for creative ways to change up anything do a search on HGTV.com or DIY.com, They have a variety of shows and how-to's

about the cupboard.. paste a really good poster whose colour combinations go with the paints that you are going to use for the walls in proximity to the cupboard.. something with bold floral designs or an absorbing abstract painting that needn't be costly! go for blues, oranges or yellow-greens for better aesthetics..

or better still.. make it a pin up board with your family photos and your cute pictures stuck up in random orientation. be sure the photos look really bright in the dark brown background - for this, u may cut colourful(in orange, sky blue, lime green, baby pink, etc) oil papers (that cost arnd 2 rs. each) in different shapes like a cloud, star, or something different and stick the photo in the middle of this pattern. this cupboard will bring best memories everytime you see it and ofcourse, everybody who looks at the cupboard will take a closer look at it!

curtains - depends on thecolour of the room.. the design i would choose for a more cheerful and energetic will be a bold floral print without much leaves and twigs and simple background (like with in white-blue combi and the huge flowers in red..) it should be without much nonsense.. make sure they let in enough light or otherwise according to needs..

for a nice study table, keep it without much books piled upon it.. have a goodlooking stationary stand.. a small earthern pot would be the cheapest and the most aesthetic looking! and have a slick desktop calendar to make it look more professional kinda..

you gotta give more details about your room for better ideas.. whatever you do, make sure no element is depressing or crowdy.. simplicity all over will make things look best!!
