Give him a pretty bow for the outside of his tank instead of a party hat.

The hat's a bad idea as any friction removes a fish's secreted protective layer which hurts them.
Get him a fancy new tank ornament.

Don't bother with the party hat, just get him a bicycle.

For our betta's birthday, we gave him a much bigger bowl, with some new colours of rocks in the bottom, some new plastic plants and some of fancy fish food. (We really spoil our pets). He was very happy with that :-)
