You have a dog that has become insecure for some reason or another. Don't coddle this further encourages this behaviour until he is scared of everything. When petting him pick up his tail to the position it used to be in before he started this behaviour. Don't hold it there just keep pushing it up while petting him kind of like you were petting the underside of his tail. This will boost his "self esteem" and make him feel better about being him. This is more of a psychological treatment rather than a physical one.

you're dog is probably showing that it's roll in the "pack" is that of a submissive one. think about anything that may have changed. if you started a training regiment, gotten on to him for something he did wrong, etc. also, it may have to do with the breed and the age. if the dog was a puppy and has now gotten older and bigger then the tail may carry more weight or has lost some of its "curl". check to make sure it's not tender to the touch or warm. the third and final option could be that he had an accident and hurt his tail and is now guarding it to help with healing or making sure it doesn't get hurt again.

He/she could be embarrassed by something or not too happy. Dogs can become depressed, be in pain.. have hurt or aching bodies.. how do the eyes look?
Just take a good look into the eyes and the face of your dog when it is just "being"..
Happy dog... feeling good .. the eyes will sparkle..
Something wrong? it will show in the eyes as well as body language.

It's showing signs of a fear complex.
Best Advice is for you to remain Calm Assertive.
Let your dog know that you are in charge and nothing will happen to it whilst your there. Only way this can happen is by you taking the Alpha role in your relationship with dog.

Your dog may be showing a sign of submission, or it could also indicate not feeling well, or in pain. Does your dog behave the way it used to? Eating well? Playing? If not, a vet visit would be in order.

i guess u are intimidating him , if you have a handler check out if he isnt beating the dog. Sometimes the bone in the tail break too.
