A man divorced his wife, then she married another man who also divorced her. The Prophet was asked if she could legally marry the first husband. The Prophet replied, "No, she cannot marry the first husband unless the second husband has had sex with her."

The aya (verse) you quoted has no remote resemblance with the correct verse, it talks about divorce grace period, check it yourself:
