I don't know about learning Arabic, but this site might help you:
http://www.islamicity.com/
And more specifically:
http://www.islamicity.com/QuranSearch/
It gives you the transliteration and translation.
Just so you know, the Qur'an is written in classical Arabic, so understanding it would be hard, even if you took classes. It's not impossible though.

Mashallah (all praise be to God)
Learning Arabic is not an easy task, there are softwares which you can get using bittorrent. Arabic phonetics can be mastered easily but comprehension requires much study.
I would recommend what I do being an American born Muslim my self, there are transliterations (this means the Qu'ran is written in english letters, but when you read them you are saying it in Arabic), it is more important for you to understand the Qu'ran which means understand it in English
I will direct you with some good links
http://transliteration.org/quran/WebSite_CD/Beginner/Fram3.htm
(start with this, just do a little bit at a time and you finish in no time)
http://www.tafsir.com (this is the explanation of the Qu'ran by a highly gifted classic scholar - a bit more advanced, but important to get to eventually)
http://www.usc.edu/dept/MSA/quran/ (very good site, this has 3 translations simultaneously so you can see how some translators may interpret things - this site has many good links on it as well)
Peace Be Unto You

look for a Mosque near you
http://www.islamicfinder.org/ I'm sure there's at least one tiny mosque.
this link of the Quran is a translation and has both Arabic and English text. it also teaches you how to pronounce the words in Arabic.

For Qur'aan, there is translated copies you can read untill you learn Arabic language. Even when you learn Arabic, you will not understand Qur'aan! Mosques will not teach you language!
If you can tell us about which country you need to learn Arabic in maybe we can help you.

I'm not sure that you can find a free way to learn Arabic but I think there is all sorts of "learn a new language" videos and books you could find on the internet. check out ebay, you can usually find anything there.
