In a perfect world I would agree to cats should be allowed to be free, but this is far from a perfect world. So if you really care about the welfare of your cat I would keep them inside.
I have heard MANY horror stories of neighbors that did not like cats and what they would do if they came into their yard. One told how he kept killing them and the person would just keep replacing them wondering what happened to the others.
There are too many dangers for these poor defenseless animals outside and they need protected by living inside. Unless you can fence off your yard or porch that would be the best thing for your cat and your peace of mind.

You are absolutely right. Cats should be allowed to roam free. We can't talk to our cats but if we could I bet most would rather live with the dangers of the great outdoors than never experience them. Cats should be allowed to find their own boundaries, hunt, and get into squabbles with other cats and dogs as they see fit.
I don't think the fact that they live a few years longer is a good argument for imprisonment.
You should see what you can do about getting those stray dogs rounded up.

Housecats being "free" is an erroneous concept.
They didn't evolve with automobiles and therefore wind up being turned into cat pancakes with disgusting regularity. If you're keeping a cat as a pet it isn't free in the first place--it's a domesticated animal. Domesticated animals need care that wild ones don't. This is why we have to feed them, provide their health care, neuter them, and keep them confined. They simply aren't adapted to the dangers the artificial environment of the suburbs and city, and this is why feral and stray cats live such short miserable lives on a whole.
If you want your cat to roam, move to a highly rural area. They usually can do so safely there if you provide them with food, shelter, and health care.

I also want my cats to enjoy the outdoors. But I know there are numerous dangers out there for them. So I let them out for walks around our huge backyard only with halter and leash on. I also have a 13ft x 7ft high outdoor enclosure for them where I leave them to enjoy when I have to do things inside. After 2 neighbor cats have been killed by cars, I decided to take all these precautions. Also, one of my neighbors has 2 huge boxers (they are lovely) that run around in their yard and we have huge racoons in this area. The eighbor is keepig his dogs confined in his yard - I cannot guarantee that if I allowed my cats to be in my yard unsupervised that they will not jump the fence and go into his yard - and get messed up by the dogs. One must be sensible, you know?

I had some outdoor cats at one time. We blocked off our back porch so they would have a haven to get away from the dogs. The best way to keep the cats safe though is to keep them indoors.

Actually, indoor cats live significantly longer than outdoor cats; definitely consider keeping your cat inside... but no, not tying it up. Unless it's indoors, that would only hamper its ability to defend itself. If you leave the cat outside, then it will have to deal with the dogs who live outside. Many cats are perfectly happy not being "free" to roam outside--and they're certainly better off.

We have a leash law= dogs are not allowed to run loose on the street- animal control will pick them up= and the owner can be fined and come pick them up= D

keep them indoors, still let them be free as long as you take them outside. When I let the cats out I go with them and keep my eye on them.
