I think they probably did use photoshop, but I'm fairly certain they used an AutoFX plugin called Mystical Tone, Tint and Color and possibly Mystical Lighting as well. The model doesn't look like a live person, but more like a Poser model.

I could get the same effects with paintshop pro, with the mystical plugins.

Photoshop is not Difficult at all for basic purposes or to drastically change it , Photoshop is the answer.

Some Kodak applications are pretty good, and HP has a lot of good ones too, but if you really commit to Photoshop, you will get the core fundamentals of it in a week or less.

Yes, Photoshop can do crazy things like that. But maybe difficult for amateur users though. If you`re willing to spend time to learn all the tricks and techniques for Photoshop, plus a hint of creativity, you too can be a good artist.
