THIS THEORY IS INTERESTING... I WONDER WHEN IT IS GOING TO TAKE PLACE IN HUMANS....LOLOLOLOL

It's been argued that the penis is a primary sexual organ, necessary for the transfer of sperm. Montgomerie, however, disagrees. "The penis is like a peacock's tail, something used to advertize", he says.

Most birds reproduce through a "cloacal kiss". The male deposits sperm from his cloaca- an anus-like hole- to his partner’s. The transfer lasts seconds. Male cloacas are larger because the tissue around the opening is swollen with sperm. Once the female receives the sperm, she actively draws it up into storage tubules. There the sperm wait until she is ready to release eggs. Only then are the eggs fertilized. If the female decides she doesn't want the fertilized eggs she can still dump them.

Unlike intercourse , the sperm is actively drawn in rather than passively received. So, without a penis in the way, females have complete control over whose sperm reaches their eggs. Certain traits confirming genetic quality are: tail size and brightness of color, says Montgomerie. Being selective guarantees reproductive fitness will be maximized.

Bigger birds, including ducks, geese, ostriches, and swans continue to have a penis. The Australian blue duck, for example, has a penis so large that when it finishes copulating the bird has to turn on its back and stuff its penis back into its cloaca. Montgomerie says, it remains a mystery as to why these types of birds continue to have a penis.

No, you should ask this in the Science-biology section. I think the species you're refering to works at sports stadiums and wears a big bird suit and smokes on his breaks. This bird species is named; The mascot.
