There seems to be three terms used in this area, converter, inverter, and adaptor.

In general, a converter is a trasformer to "convert" the voltage from one value to another. The voltage may typically convert from 120 VAC to 220 VAC or vice versa.

An inverter is normally used to change direct current to alternating current. Like an inverter for your car would invert 12 VDC to 120VAC.

Last would be the term dc adaptor - this is usually used to change an alternating current to direct current with a trasformation, such as 120VAC to 9VDC.

Well, I am not an electrician but I got some of Knowledge regarding your question. transformers: they are step UP or step DOWN. that mean converting the voltage from 110 to 220 or from 220 to 110 single phase. Inverters: devices converting a DC supply to AC supply, can be using the transformers to reach a specified voltage. Rectifiers: devices converting an AC supply to DC supply. can also be using transformers to reach a certain voltage. Phase Converters: device used to convert a THREE PHASE power supply to a SINGLE PHASE or versa versa. 380v to 230 or 230 to 380.

3.disadvantages of converters are Poor current overload capacity; better quality Automatic regulators are more expensive than Mechanical regulators.whereas disadvantages with inverters is Not ideal for inductive AC and motor loads; sensitive electronic devices can be damaged by poor waveforms by low batteries.

Converter changes one phase current into 3-phase current. Inverter changes DC voltage into AC voltage.
