Hard to say exactly who is the best sniper in the world:

Mihail Ilyich Surkov (Russian 4th rifle division - WW2) 702 confirmed kills

Vasiliy Shalvovich Kvachantiradze (Russian 259th rifle regiment - WW2) 534 Confirmed Kills

Ludmila Mihaylovna Pavlichenko (Russian 54th rifle regiment - WW2)Female sniper - 309 Confirmed Kills (including 36 snipers)

Matthaus Hetzenauer (German 3rd Gebirgsjager Division - WW2) 345 Confirmed Kills

In 1967, US Marine Sergeant Carlos Hathcock set a record for the longest combat kill with a Browning M2 .50 BMG machine gun mounting a telescopic sight. The distance was 2,286 meters (2,500 yards) or 1.42 miles. Hathcock was one of several individuals to utilize the Browning M2 machine gun in the sniping role.

This success has led to the adoption of the .50 BMG cartridge as a viable anti-personnel and anti-equipment sniper round. His record stood unchallenged for 35 years until a pair of Canadian snipers broke his record in Afghanistan, making kills over a mile and a half, one using a Mc Millan .50 caliber sniper rifle.

In 2002, Corporal Rob Furlong used a TAC-50 to take out a Taliban insurgent at a range of 2430 meters, the longest recorded sniper kill in history.

Sniper with most kills was a Finnish fighter in the Russian finnins Wars, "The White Deth.
Simo hayha 505 russian soldiers weaon of coice Suomi M31 sub and a FinnishM28 Moisin Nagant with iron sights. Simo was a man of peae and not of war and yet he was a marksman of no equal.
by todays standards of poses for rifle marksmanship his style was truly unique as he shot most of his kills either standing up or leaning back against snow or rocks.
He died just a couple years ago and was a respected member of his country and commnity. He was well like and regarded by all who knew him as a fine individual in all ways.
the thing I remember best was in last inteview when he menitoned all his kills were military not one civilian.
Unlike the snipers we utilize in Iraq who have as many civilians as insurgents or military kills!
And yes some of Hathcocks kills were indeed civilians.
Heck, in Nam who cared as we had "Indian country" where anything that moved was a kill!!!!!!!!!!!!!!

i was reading this one of a guy in WWII in the philipines. he was feared by all the japanese. they sent their best sniper out to hunt him down. well he shot but missed so the american hunted him. they were on a chase for days. the american came accross an embankment and waited. he looked out through his scope and saw a flickering light and shot! BOOOOM!!! walked over to where he shot. looks at the dead sniper. he shot right through his scope and into his eye. he was aimed right at the american. one more second and he would have been dead. i dunno if thats the best sniper.. but it shure as hell is the best story ive heard.

You're asking for just U.S., right? I believe most kills goes to Sgt Waldron III, U.S. Army, in Vietnam.
