Do you have a dog that does this that he might be imitating? Is it because he can reach the toilet easier then the sink? How old is he? Does he have access to water otherwise? Answer these questions and you might find a solution. Do NOT allow him to do this, he can become deathly ill, due to the E-Coli bacteriatoilet which is naturally found in the intestines, but can be deadly in the bloodstream.

because he wants to feel he has control over his life and to determine when he wants to drink and not ask you for everything. Also it's fun and accessible.
First thing you should know is to keep the toilet locked from the outside because believe it or not he could accidentally drown. 2nd keep cups available (his height and within view) so he can take it by himself.
