You can waste the time and apply, but you won't get one. You have to clear up your CA. license before you will be issued a license in any other state.

Nope. When your right to operate is suspended or revoked in any state, US posession, or DC, it's revoked in all. You won't be able to get a license anywhere until CA restores your right to operate.
