You have a problem inside the multifunction chime module. This is the thing that chimes when the key is in the ignition. It also has the functionality to chime when seat belts are not fastened. These had a tendency to leave the light on even when all is okay. You could replace it, but with the age of the car just locate it and unplug it. If the light goes out as I suspect it will, then that is the problem.

must be a bad connection in the wiring to the lamp indicator..remove the instrument panel and pull the light..or either put a piece of black tape over it..that is providing your seat belts work properly and you don't want to spend the money on fixing the wiring problem

There is a loose wire in your column and you have to be a rocket scientist to figure out how to tear that sucker apart.
OR....
Take a piece of black electrical tape and out it over the seat belt warn lamp light. Done it.
