Is it less painful? Why can't the blood be taken from the wrist or on the hand (opposite of the palm)?

It's the easiest place. It can be drown from anywhere. My pediatric patient had it drawn from a vein in her foot because the viens in her arms were shot out due to over use...she's a very sick little girl.

the inside of the elbow usually has the best veins...the blood can also be taken out of the back of the hand..with a butterfly needle(very small for the smaller veins)

Its easier to find veins there and less akward than the legs

I am sure that it is the most convient location, considering that there is a large vein there and all you have to do is roll up your sleeve.
