Well, if you are friends you would sit next to each other, correct? (or near each other) If you aren't really friends,but chat sometimes, I woudl say work it up to that point. Talk to this person and see where it goes. Maybe once you find out more of their personality, you won't like them as much. And if you do, after chatting a lot ask if they want to hang out sometime (Even in a group setting). After that happens, you can see where the signals are going, and head to asking them on a date perhaps.

I think that he's interested enough for you to pursue him. If you like him that much, don't hold it back. Next time he comes up to you, ask him out and give him ur number. His reaction, and how the date goes, will tell you if he really likes u.
