What If i'm not a local residents from the states.... from other country.. is there still a chances? for Outside country like asia etc..

+1 for wilrycar. You can join the military but most of the special operations forces require a security clearance which is very difficult to get if you are not natural born citizen (not just naturalized). There are plenty of other exciting things to do in the military, but you probably can't serve on subs and you probably can't be in spec ops. If you are really special and have a lots of verifiable whereabouts and financial transactions then you might have a shot, but it's basically impossible.

Seals only have to have a secret clearance, and as a non US citizen this automatically disqualifies you from Special Ops.

SEAL's all have to have "Top Secret" security clearances. non citizens are hard to clear. so probably no chance for a non citizen to be a SEAL.

You would have to discuss with a Navy recruiter, or if you are already in the Navy, with your CO.
