I don't know much about shipping, but hooray for Penn State!
If applying to Schreyer, you do have until March to turn in your application, so don't be _too_ hurried.
If not applying for the honors college, it's really easy to do the application online!

You can overnight it through UPS, FedEx or the U.S. Postal Service.
