Hold the puppy's head and then move a piece of food or toy from left to right a few times. If he can see he should track, or follow, with his eyes. What breed is it? Certain breeds, like Australian Shepherds, Collies, Shelties, Boxers, and Great Danes, are prone to eye problems due to bad breeding (and they also usually have hearing loss or deafness).

Usually a blind puppy has to walk around the perimeter of any room and/or yard to guide itself. Puppies will have a much more difficult time if they never had any vision at all, so as their environment enlarges they will walk right up next to the wall, or at the very edges of their alloted area.
Also you can get a little cheap LED flashlight, turn off the lights holding his head steady, shine into his eyes slowly moving it right to left; then up to down....When you do this a dog's eyes will have that blueish/greenish or yellowish glow like in pictures, watch and see if he follows the light with his eyes. Also watch to see if he follows the light bilaterally, his eyes should be doing exactly the same as the other, even and bilaterally having no marked differences.
Thirdly....ask your Veterinarian.
I will ad that if a puppy is in the process of going blind, or seems to be losing vision, it may have Distemper, & needs to be confined ASAP as well as any other dogs that it has been in contact with, notify the place where the pups Mom and siblings can be found, it is rarely survived by a young puppy but sometimes a middle aged dog can live.
Good Luck...& Don't worry about Distemper if there is no other signs/symptoms.

Possibly if they're running into things quite often, or go to a vet to check just in case.

call him then show him something if he notices it then you will know he is not blind but if he don't take notice then he is blind,

throw him in the pool,if he swims to the edge then Hi's not blind!!!

Does he run into walls? Does he react if you put your hand in his face? That should let ya know.
