I recommand you to use Google Picasa to manage and edit your pictures.

Picasa is software that helps you instantly find, edit and share all the pictures on your PC. Every time you open Picasa, it automatically locates all your pictures (even ones you forgot you had) and sorts them into visual albums organized by date with folder names you will recognize. You can drag and drop to arrange your albums and make labels to create new groups. Picasa makes sure your pictures are always organized.

Picasa also makes advanced editing simple by putting one-click fixes and powerful effects at your fingertips. And Picasa makes it a snap to share your pictures ¨C you can email, print photos at home, make gift CDs, instantly share via Hello™, and even post pictures on your own blog.

free download in here, just have a try:

Adobe only offers a 30 day trial version of Photoshop.
Photoshop Elements is a scaled down version of the software and is also available as a trial version, it isn't free either.
The big differences are only apparent if you a professional and use the software everyday. Elements is aimed at the home user while Photoshop is still the number 1 choice.

There are a number of free ware programs you can find by going to download.com and looking up photo editors. Whichever you choose is up to you and what you are trying to accomplish.

aside from the Adobe downloadable demo, i know of no other legal way to get free photoshop, but gimp (www.gimp.org) offers a very nice alternative. It will do the majority of what most people use photoshop for and is free.

Adobe does actually offer a free version of PhotoShop! It's called "Photoshop Elements." Obviously they take out a lot of the features found in the paid version, but it is still capable of doing most everything you'll need.

Photoshop is not free
and, it is not cheap
If you locate a version (by any means) that is "free" -- you have an illegal product !!
Best stick with the freeware versions that are truly free and come dang near to the performance level of Adobe's premier little prima donna !!!

I am almost sure that you can download an ILLEGAL version of the program from warez and rapidshare sites. (I won't be announcing the URLs though)

Please note that some of these downloads contain malware that can severely damage your system.

Why don't you check up open-source programs that have similar functions?

If you are a Mac user, GIMP for Mac has more than enough photo-editing features for the average user. It employs a free and fair usage license

P.S apparently GIMP runs on Windows too.

I've never used Photoshop, so I wouldn't know everything it has, but I do know that Paint.net is very versatile when it comes to editing pictures. You can layer things, make parts of a picture transparent, and apply all sorts of filters and effects, and the program's free. I have it and I love it to death. I would definitely recommend giving it a try.

Legally, you are limited to the demos available on Adobe's site. Illegally, you can download it through a Bittorent or Limewire. I will leave it up to you to make this moral decision.
