It doesn't.
In Exodus, chapter 20, we read the Ten Commandments, and are told that we should not commit adultery. Adultery however is not defined as simply having sex outside of marriage. It's defined as having sex with a married person. Nothing is said to prohibit sexual relations between two unmarried people. In fact, if we look in the book of Leviticus, we are given a list of every situation in which we should not have sex. We're not to have sex with married people, or with family members, or with animals. We are not, however, prohibited from having sex with an unmarried person who is not in our family.
Some Christians will say it is "fornication". Christians like to interpret that as meaning "sex outside of marriage." It's not true. The Greek translation identifies "fornication" as being any "illicit (illegal) sexual activity." However, as we saw above, God did not mention sex between two unmarried people as being illicit.

Sex before marriage is referred to as fornication - or at least that is definition in Webster's dictionary of the word "fornication".
It is forbidden under Moses' las in Leviticus 19:Deuteronomy 20 22:18; by Jesus in Matthew 15:19 and Mark 7:21; by the early church in Acts 15:20; Acts 15:29 and Acts 21:25; 1 Corinthians 6:13,18; 1 Corinthians 7:2; 1 Corinthians 10:8; Galatians 5:19; Ephesians 5:3; 1 Thessalonian 4:3.
Just as just a few of them that I can think of off the top of my head. If I took a few minutes to search through my Bible I know that I could find 4 to 5 times as many more.

Sex before marriage is called fornication and yes it is a sin. Sin is doing wrong to someone else. If you feel that it is wrong to cheat sexually on your girl friend or boy friend then you are almost on the right track of knowing what sin is. If you have sex without marriage then there is no commitment so you leave yourself wide open for cheating. So then if you are your partner cheats then you have no grounds for being mad about it do you. So therefore the sin of Adultery covers fornication too.

Wikipedia defines fornication this way: Fornication, sometimes referred to as premarital sex, is a term which refers to any sexual activity between consenting unmarried partners.

Galatians 5:16 This I say then, Walk in the Spirit, and ye shall not fulfill the lust of the flesh. Read on to Vrs 26. Matthew 5:27 & 28. Read these verses. If you are a child of God, then your body is the temple, and He wants us to keep our bodies pure for Him.

The bible has been translated, re-written, interpreted to the point that there is no way to prove what the original meaning was. It is almost all - interpretation.
