Get chew toys and don't let him chew anything that is similar to an item he is not allowed to chew. I.E don't give him old shoes, clothes etc. because he can't tell if it's new or not and will chew anything similar to the items you allowed. My dog did the same then just stopped suddenly around 2 yrs old.

Is he alone or with you when he does this? Sounds frustrated to me, like he's trying to get your attention and keep himself occupied. You also don't say what breed, which makes a diff. The best advice I can give is to exercize him a lot. Take him on a long walk, or have him wear himself out chasing a tennis ball. Then spend a bit of time with training, i.e. sit, stay, shake, etc. Then offer treats and spend time loving on him. When you're done he'll be tired, happy and sleepy. Aside from all of that, get a Kong and put treats in it - that will take him a bit to chew through. Also a puppy-safe hollowed bone -- fill it with peanut butter. He'll spend some time licking and chewing to get to the PB.

Enroll your dog in a basic obedience class. And get LOTS of chew toys. Also, try crate training (get a book on it before you try yourself).

Someone recommended me to use this product called "bitter apple". You basically spray it on things that your dog chews and it deters the dogs because of its bitter taste. And it is safe to use on your pets. They sell it at pet supply stores and its not that expensive.
