I'm trying to determine how to judge the parts per million(ppm) using time, voltage, surface area of the silver rods and the amount of water

DISASTER.

Do NOT take colloidal silver. The origin of the myth that it will help you lies in Magical Theory; the concept is the Silver is supposed to be the ultimate in magically pure metals, and so it will supposedly magically cure you of anything that is wrong with you.

WRONG. Your body does not have any need for silver; no bodily process uses it, no biological molecule or enzyme or protein needs it, and the body does not know how to excrete it, so it winds up in your internal organs and skin. At best repeated use will turn your skin gray for the rest of your life. At worst the impurities in the shoddy products contaminated with other metals and toxins will poison you to death.

(For your use, I am a Pagan, so if anyone were likely to believe in the possibility of magic it would be someone like me. BUT, I am also am rationalist, and someone who knows how to do her research, and who keeps her mind open but not so open that her brains fall out.
