Every country has developed parts (most likely their capitols) but your asking for the MOST developed country, i would think its either Argentina or Chile.

Here are different things I've read.
Chile is the most developed country in South America, enjoying a per capita income of nearly $12,000 per year and a well-established economic structure that depends heavily on exports.

Despite, at times, having suffered from political and economic turmoil República Argentina is still the most developed country in South America, and to all intents and purposes a 'first world' nation, not a 'third world' one. It has the highest GDP per capita in South America, the highest levels of university education and an infrastructure comparable with industrialized nations.

Because of the Amazon in Brazil and the difficult terrain in Southern Chile. Percentage of Area in Argentina is probably the most but it is misleading question

RIght now i would say Chile because Argentina is still recovering from economic collapse from 5 years ago.
