I did it with my girls. As long as they can have something within a 24 hr period you are safe from the law. Remember, some religions fast for 24 - 48 hrs without damage. :>)
Make sure he has something to "potty" in! ;>)

Tell him he has a pet now, he has to fed it , make sure the cat has water . and a clean litter box. And stop locking the cat in the room ,what your son is doing is breaking the law of animal cruelty. He can get into big trouble. Tell him if he doesn't take care of the cat the right way , take the cat away to a nicer loveing home. And let the cat out of the room . To run around , you are the parent and you need to set some rules. Tell your kid he needs to be more responceable.Dont let him have any fun until he learns to take care of his pet. Or if he gets a alonnce , take his money away everytime he doesn't take care of his pet. Tell him that if he doesn't start takeing good care of the cat , you'll find the cat a another loveing home.

I don't know if you could get arrested but to be on the safe side, I would try this.
If he gets an allowance, tell him if he doesn't give his cat fresh water every day, he will not get another cent.
8 years old is kind of young for a child to comprehend that kind of responsibility sometimes. You might try letting the cat out of it's prison.
It's kind of cruel to keep a dog or cat locked up in a tiny room. They have emotions too.
You might also try taking turns feeding and giving the cat water.
Maybe in another year he will have learned responsibility a little better.

Could be considered child abuse ... I do know someone who asked her daughter to clean the cat litter box before going to school, when her daughter didn't do it, the mom dumped the dirty litter box all over the daughter's room and explained to the daughter that cats don't have voices to ask for things, or hands to get it themselves ... I'm pretty sure the daughter always cleaned the litter box before school after that incident!
I just wouldn't let your son have the cat in his room until he is responsible enough to take care of it properly. My animals all have automatic feeders, and those large jug type of waterers (which still need to be checked, but last about a week, so your son would only have to fill it up on weekends when no school ... and don't let him do anything else until he has taken care of the cat)

I think you should insist that your son let the kitty out so it can have the run of the house.
It's cruel to keep a cat confined to one room!
This is an opportunity to teach your son that he must consider the needs of his pet and put them ahead of his personal desires.

Don't just "not like it!".
Tell him - water bowl or no pet!
You are up for charges - not your 9yr old - already, for animal mistreatment!! You are the aduult, for crying out loud!!
Wake up and smell the roses!!! - And protect the animal!!!
