in my town we can donate our cell phones to the police and sheriffs department and they refurbish them and give them to victims of domestic violence so they can always call 911 its a great program and you should contact your local police department to see if they have it

Many police departments collect old cell phones. They refurbish them and use them for domestic violence victims or for the elderly who may need to call for help in case of a fall or crisis.

Some schools also collect cell phones, which they turn in to a recycling service for money.

As for batteries, your local fire department may be able to steer you in the right direction. The county may also be able to help direct you to a hazardous materials drop off point.

Check out your local .gov website alot of recycling centers have places for cell phones also check out homeless shelters they reuse cell phones for battered women also
