I like IrfanView....it does EVERYTHING...and it's FREE. A professional photographer friend of mine turned me on to it. It's all he uses....and now that I have it, I'd be hard-pressed to use anything else too. Even the software that came with my digital camera doesn't get used now.
And that person who said "The best isn't free"...doesn't know what he's/she's talking about. There are lots of free software available...you just have to be careful and read READ READ.....and keep your spyware removed often with something like "Ad-Aware SE Personal" (ANOTHER FREE-BIE---which is THE BEST by the way!.. & also by deleting your 'cookies' every single day!...and deleting your history too! to eliminate trackers/hackers.

I found 2 downloads of IrfanView...and have no idea what the difference is:. When I got it, I got it from Tucows...I don't care for 'download.com' (plz don't ask me why).
I also don't like 'spybot' and some of the others on the Tucows site. I got spybot and it's only free for 30 days, and try to get it out of your computer! LOTZA LUCK!

Picasa2 from google and Infranview
Both free both quite different - download them both and see which one meets your need.
I use photoshop and picasa2.
